General information about CEEPUS
CEEPUS is the short form for Central European Exchange Program for University Studies and is a multilateral University exchange program in the extended Danube region based on an international Agreement. There are 15 member states who joined the current CEEPUS III agreement, each member state has a National CEEPUS Office (NCO).
Current member countries: Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, North Macedonia, Moldova, Montenegro, Poland, Romania, Serbia, the Slovak Republic and Slovenia. The Universities of Pristina, Prizren, Peja et al. are also participating.
The main activity of CEEPUS are networks of eligible universities of the CEEPUS member states operating joint programs. Within these networks CEEPUS covers mobility grants for students and teachers of those eligible universities. Since 1995 approximate 82.000 mobility applications have been awarded in the framework of our program.
FTHM as a member is taking part in four CEEPUs Networks:
- Amadeus: coordinator WU- Vienna University of Economics and Business, Austria
- CESEENet: coordinator Universty of Rijeka. The network is intended exclusively for PhD students in Business Economics in Tourism and Hospitality (PETU).
- Education Without Frontiers: coordinator University of Applied Sciences Burgenland, Austria
- TASA network – Tourism and Agriculture Sustainable Alliances: coordinator University of Maribor, Faculty of Logistics (Slovenija).
Faculty of Tourism and Hospitality Management is accepting:
- semestral students mobilities (preferable summer semester, onsite classes)
- doctoral students who are working on their thesis/research (shorter stays are allowed, please read on web category Ph.D. Students/Researchers).
CEEPUS Network mobility grant:
Network mobility are students and teachers exchanged among the partner institutions of a CEEPUS network. Eligible for a CEEPUS mobility grant are students (i.e. the teaching, research and/or artistic staff) of a CEEPUS University that are also citizens of a CEEPUS member state. Inside the network quota for mobility (number of scholarships per faculty/university) are assigned to each member (for more details contact your CEEPUS coordinator).
Obligation of grant holder/student can be seen here. Students need to have successfully completed two semesters of a regular course of studies to be eligible. Grants for studying in one´s home country are not permitted. Doctoral students are required to find/have a supervisor at the FTHM during the mobility.

Deadlines for the application in the Ceepus platform/system:
- June 15th: network mobility applications for the following winter term
- October 31st: network mobility application for the following summer term
- July 1st and November 30th: Freemover-applications, where applicable
This application should be sent to CEEPUS coordinator at least 30 days before the deadlines (see details under Incoming procedure). Before applying for the mobility inquire on the available quotas and internal procedures to your faculty/university Ceepus coordinator. Application form should be send by Ceepus coordinator at the home institution or a person responsible for student mobilities.
CEEPUS freemover mobility grant:
If your home institute is not part of a CEEPUS network, you can also apply as a CEEPUS freemover in any CEEPUS country. Eligible for a CEEPUS mobility grant are students of a CEEPUS University that are also citizens of a CEEPUS member state. Faculty is accepting freemover mobility only in summer semester. Please note that the priority will be given to the mobilities inside the Ceepus network. Obligation of grant holder/student apply to this type of mobility. Student needs to secure two letter of recommendation (see under “Documents and forms”).

Incoming procedure
Below is a checklist of “to-dos” to help you keep on track.
Note: Check list for Ph.D. student will differ in some points from this list.
Before applying in the CEEPUS online system for the grant:
- Read the General information about Ceepus program and contact Ceepus coordinator at your institution to inquire about your possibilities to participate in the program.
- Look through the Faculty (FTHM) website, https://fthm.uniri.hr/en/international-affairs/.
- Student application form(see under “Documents and forms”) needs to be send via email by Ceepus coordinator at the home institution or person responsible for student mobility at home institution to the CEEPUS coordinator at FTHM.
When planning your mobility take in account the academic calendar and Syllabus and Course List. Mobility within the networks have a priority. Take in account deadlines for the application in the Ceepus platform/system. Application should be sent to CEEPUS coordinator at least 30 days before the deadlines.
- The acceptance will depend on the quality of students motivation letter. If your mobility is accepted CEEPUS coordinator will inform you and your contact person via e-mail and you can apply in the official CEEPUS system.
After you have applied in the CEEPUS online system for the grant:
- In the system you can track the status of your application.
- If your application is “accepted” and you agree with the terms and conditions of the awarded scholarship, accept your CEEPUS grant in the CEEPUS online software, by clicking the “accept” button in your application. Inform the Ceepus coordinator at FTHM and Ceepus coordinator at the home institution or person responsible for student mobility at home institution by email that you have been awarded the scholarship.
- You will be aske to fill out a learning agreement (LA) and provide the proof of medical insurance. Centre for International Relations for will inform you on the incoming dates and other obligations concerning you study.
- You will receive so called GIP (General Information Pack for CEEPUS Scholarship Holders) from NCO Croatia on your email. Please read it carefully! Sign the Letter of Acceptance, including the Obligations of the Scholarship Holder, and send it to the Agency as soon as possible, at the latest by the date stated in Provisional Letter of Award.
In the GIP you will find a instructions and further details on your stay in Croatia (visa information, health insurance etc. Example of a GIP available under (see under “Documents and forms”) (not official document).
- Enquire at the Croatian Embassy in your country or at the national Ministry of Foreign Affairs for the most current information regarding entry and visa regulations between your country and Croatia (non EU citizens)
- Verify the status of the health care agreement between Croatia and your home country (non-EU citizens) and take all necessary steps to secure health insurance during your stay in Croatia.
- Check the information provided on the accommodation etc.
- Prior to your arrival our Centre for International Relations will help you out to obtain OIB (Personal Identification Number). You are required to have one in order to open a bank account necessary to get the scholarship funds. Read you GIP and contact our Centre for further info (international@fthm.hr). If you already have an OIB number please let the Centre know.
After you have arrived at the faculty:
- Go to the Centre for International Relations and provide them with data that they need to file a request for your personal student card and issue your temporary student card.
- If applicable, pick up “Uvjerenje” from the Centre for International Relations and apply for the approval of temporary stay for the purpose of studies (non-EU) or certificate on reporting temporary stay (EU) at the Police Administration according to the given instructions.
- If applicable, apply for a biometric residence card according to the given instructions
- Open bank account in order to receive a scholarship fund. You should do this as soon as possible upon your arrival. Have with you a passport, OIB number and Letter of award.
- Bring the information about your bank number to our Centre for International Relations.
- After we have received your bank account information the scholarship grant will be transfer to you. Have in mind that it can take a couple of days before you can access the money so we strongly suggest to have some funds with you when arriving in Croatia.
- Before you leave pick up your scholarship and close your bank account.
At the end of you stay:
- Return the dorm room key (if applicable)
- Return the student card (iksica) to the Centre for International Relations for cancellation.
- Return your biometric residence card to the Police (if applicable)
- Fill in Mobility report and Letter of Confirmation.
At the end of your stay, you should fill in Mobility Report and Letter of Confirmation online at
You should be able to fill our this report and letter no earlier than 3 days before the end of your stay. Mobility Report and Letter of Confirmation should be filled in and Letter of Confirmation signed and uploaded in the CEEPUS system 14 days after the end of your mobility at the latest.
After you fill in both of the reports, the report Letter of Confirmation should be printed and signed/stamped by the host institution and grant holder (you).
- If you don’t need the original document you can fill out the mobility report and letter of confirmation after you return home. In that case send your signed Letter of Confirmation via e-mail to Ceepus coordinator no letter the 7 days after the end of your mobility.
- If you need an original document bring you signed Letter of Confirmation in the Centre for International Relations or give it to the Ceepus coordinator. Signed and stamped Letter of Confirmation will be send to you via e-mail no letter the 7 days after the end of you mobility so you can upload it in the system. Provide the post address to the Centre so that the original document can be send to you via post.
If you need help concerning any technical issue (printing of the document etc.) please ask our colleagues in the Centre for International Relations. Important: After you generate, fill out and print Letter of Confirmation at www.ceepus.info, please, don’t make any more changes in the form at the website. Even the smallest change will change the QR codes and you won’t be able to upload documents.
Accommodation
IMPORTANT: Please read carefully the information in you General Info Package for Ceepus Scholarship Holders sent to you by NCO Croatia.
The accommodation will be arranged for you in a student dormitory for the period of the awarded mobility grant and it is paid by the Agency for Mobility and EU Programmes. Students are accommodated in double or rarely triple rooms while PhD students are entitled to singe bedded rooms, if they are available.
Dorm accommodation in Rijeka can be arranged by NCO Croatia (depending on the availability!). Upon your request the accommodation will be arranged for you in a student dormitory for the period of the awarded mobility grant and it is paid by the Agency for Mobility and EU Programmes.

*Note: If you are arranging your own accommodation (especially if you are with ought a car) make sure that you have access to the bus number 32 or you are in a walking distance to the faculty. If you are renting an appartement have in mind that the owner of the appartement will have to make a contract with you and go with you to the police in order to regulate you stay in Croatia.
